New opportunities such as SIM-only offerings or SIM embedded in data devices, combined with high churn rate and unstructured SIM retail channels, are leading to an increasing need for SIM cards. These huge volumes of SIM cards are pre-provisioned, locking scarce resources such as core network capacity and phone number (MSISDN) without any way to know if a number is lost or waiting to be used.
